Released completely uncensored, yet later on a censored version was released which removed a mini-game only available by hacking the game (Hot Coffee). The mini-game isn't gameplay changing at all, all versions of the game were censored in this way after release.

Initially censored (in what way?) for PS3 and 360 versions, PC version completely uncensored. A patch was later released for console versions to put the uncensored content back in, so unless you aren't connected to the internet this game should be uncensored. The "Complete Edition" is uncensored out of the box AFAIK.
